Government Rejects 17,843 Energy Subsidy Requests and Expands Controls to Neuquén

The Energy Secretariat reported rejecting 17,843 applications for energy subsidy benefits during 2025 after identifying that they corresponded to users in Puerto Madero, gated communities and closed neighborhoods in the Buenos Aires and Córdoba metropolitan areas.

The mechanism uses geolocation, satellite imagery and data cross-referencing with regulatory agencies and utility providers. According to the agency, applications were blocked before benefits could be applied, after determining that the addresses were located in areas associated with high capacity to pay for electricity and gas services.

The survey also detected 1,508 documents that attempted to register between two and five times since July 2025, despite the system having already classified them as ineligible.

Through Disposition 11/26, the Government incorporated Greater Neuquén into the control scheme. The measure would allow approximately 500 users already receiving the benefit and residing in urbanizations identified as high contributing capacity zones to be removed from the registry and have their subsidies withdrawn.

To conduct the analysis in Neuquén, data from gated urbanizations was cross-referenced with the registries of the Neuquén Provincial Energy Agency, cooperatives CALF, CEEZ, COPELCO and Plottier, as well as information from national gas and electricity regulatory agencies.

The policy is implemented under the Targeted Energy Subsidies Registry, created by Decree 943/25. Affected users may request a review through the Distance Processing platform, although they must prove that the rejection or exclusion was incorrect.
